Pro-transparency manifesto

4th March 2017

Today, to mark International Open Data Day, the following organizations call on the Public Administration of Catalonia to provide better access to public information and improve the quality of open data, thus ensuring real political transparency. To achieve this we call for the following specific measures:

The use of email for FOI requests replacing the use of forms.

The availability of high-quality open data. This should be in reusable format and accompanied by metadata and a full record of updating. This should replace the use of PDFs.

A single standard search engine for all transparency portals, avoiding the use of multiple portals with the same content.

The establishment of a fifteen day deadline for FOI requests, as recommended by Regulation 1049/2001 of the European Parliament and Council.

The development and implementation of a plan to connect archives to the processes of access to information and opening data, thus improving them.
